Congressional GOP Support Trump's Proposal to Replace Obamacare

American senators are working through the weekend for the first time since the federal closure began over a month ago, but hopes for a cross-party deal on how to end the impasse appeared to diminish as Republican senators proposed a proposal toxic to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Growing Consequences of Federal Closure

The impact on Americans from the longest shutdown of the federal government in history worsened on Saturday, as government employees went without pay, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

President's Plan from Florida Resort

As weekend meeting got under way, GOP senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Multiple Republican senators welcomed the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this failing program with something that is truly better for the consumer," one senator said.

Another senator commended Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We need to stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Reaction

Opposition lawmakers expressed alarmed reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? In that case I applaud your support for universal healthcare."

Continuing Talks

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging plan from a small group of moderate Democrats to end the shutdown in exchange for a future vote on the Obamacare subsidies.

One Democratic senator, who is leading the talks among centrists, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and continue the payments for a year.

Another leading Democratic lawmaker persisted in arguing that Republicans should accept a one-year extension of the payments before negotiating the future of the subsidies.

"Doing nothing is derelict because citizens will go into debt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress does nothing."

Political Dynamics

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of several Democrats to reopen the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some analysts indicated that the essence of such a plan would remove the ACA's mandate that carriers cover patients with pre-existing conditions.

After his golf outing, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a iteration of the proposal that failed to secure enough backing in 2017.
